Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: positive announcements are released from different nations. Immense energy is expended on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a capacity provided through up-to-date information. From witness perspectives, defense planes that had been deployed to intercept incoming cruise missiles flew past – modern combat jets supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: perhaps the incoming missile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Ongoing Risks
Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Periodically, this continued until dawn. Kyiv faced the early updates: several casualties, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's vital need on external assistance – a need that European nations are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The 28-point plan from US administration sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This trend will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not change more in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a entire defensive failure until conditions improve in its benefit.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
